A summary of the key points of Legislation

1. This bill proposes to introduce mandatory Garda vetting for all employers who hire employees or volunteers who work with children or people with disabilities.

 

2. The bill will provide for the establishment of a National Vetting Bureau for the collection and exchange of both 'hard' and 'soft' information for vetting purposes.

 

3. The vetting bureau will be operated by the Gardaí.

 

Who does it affect

It affects sports organisations working with children, including sports clubs and national governing bodies. Volunteer groups are also likely to be affected.

 

When is it due to be enacted

Following on from the publication of the Cloyne Report in January 2009, the then Minister had promised to publish a bill within six months.

 

Whilst publication of this bill is expected at some point in the future, it is not likely to be enacted until mid 2012.
